Germany and Denmark Agree on 3 GW Bornholm Offshore Wind Project

Germany and Denmark signed an agreement at the North Sea Summit in Hamburg for the joint development of the Bornholm Energy Island project. This offshore wind infrastructure has a capacity of 3 GW and will connect its output to both Danish and German national grids. According to the European Commission, this is the first project of its kind to transform offshore wind energy into a shared resource at the European level. Substantial European Funding The project benefits from a €645 million grant from the Connecting Europe Facility, the European Union's financial instrument dedicated to cross-border infrastructure. Classified as a project of common interest (PCI), Bornholm Energy Island ranks among the Commission's priorities for addressing energy interconnection challenges in Europe. This classification facilitates access to funding and accelerates administrative procedures. The agreement marks a first concrete delivery of the Energy Highways initiative, presented as part of the European Grids Package published in December 2025. The European Commission indicates it will support both parties in the swift implementation of the project. According to the institution, this infrastructure would help ensure secure and affordable energy supply across the continent. Regional Ambitions for the Baltic Sea According to the Commission, the project could serve as a blueprint for future offshore installations in the European Union. The Baltic Sea would thus become an offshore energy hub, in line with Brussels' stated ambitions. Dan Jørgensen, European Commissioner for Energy and Housing, describes Bornholm Energy Island as an example of European cooperation in renewable energy. The Commissioner emphasizes that this project is part of an energy independence strategy moving away from fossil fuels. According to him, offshore wind development would reduce costs for European consumers while strengthening industrial competitiveness. This announcement comes amid a geopolitical context that the Commission describes as turbulent, without further details. Next Steps for the Project The European Commission has not communicated a detailed timeline for the infrastructure's commissioning.
